Those that have a vested interest should not be given authority to make regulatory policy. And a word of caution about crane "data". Just because you have documentation does not necessarily mean it's "Bible". This leads many to "assume" that further examination is unwarranted.
The sole fact that a weld has been inspected doesn't mean that nothing can be improved. Quality control and NDT are relevant issues in this respect, in which the 2008 9151St incident also points. So if alone this incident could have been prevented by the Database, is it then a worthwhile investment?
