The proposed Montijo airport

Airport capacity in the Lisbon, Portgual, region is to be expanded, with €1.15 billion of investment planned by 2028 for the extension of the existing Lisbon airport (Humberto Delgado) and the opening of a new civil airport in Montijo, entirely financed by the private sector.

ANA – Aeroportos de Portugal, which holds the concession at 10 airports in Portugal, and is a subsidiary of Vinci Airports, has signed an agreement with the Portuguese government on the main principles for the extension of capacity. The signing took place on the Montijo military air base, in the presence of Portuguese Prime Minister Antonio Costa, Minister for Planning & Infrastructure Pedro Marques, and the chairman and CEO of Vinci, Xavier Huillard.

The agreement has been reached between the parties on the main technical, operational and financial assumptions of the project, as well as the evolution of the future economic regulation. Its terms will be included in the addendum to the concession agreement, which should be signed in 2019, once the environmental authorisations have been obtained.

As part of the agreement, ANA will invest €1.15 billion by 2028, including €650 million for the first phase of the extension of the existing Lisbon airport, and €500 million for the opening of the new airport in Montijo.

In addition, €156 million will be invested to compensate the Air Force and to contribute to access works at Humberto Delgado and Montijo.

This project is intended to enhance the hub function of Humberto Delgado Airport, and create a point-to-point flexible, cost-effective and sustainable airport in Montijo, located near the city centre and offering a new generation terminal.
